Harlem Congregations for Community Improvement (HCCI) and Harlem CDC's Planning Department are developing a strategic land use plan to address the lack of employment opportunities,

services, and physical connections in northern Harlem between 139th and 163rd Streets, Harlem to Hudson Rivers. We have highlighted specific corridors to be studied for planned intervention, including Frederick Douglass Boulevard, Macombs Place, Lenox Avenue, 145th, 149th, 150th, 153rd, 155th and 159th Streets.

Some initial ideas are: rezoning to support a more diverse mix of uses; turning Macombs Place into a landscaped boulevard with improved parks at both ends; and developing the area under the 155th Street viaduct into a community focal point with space for artists, a greenmarket and other types of uses.

HCCI and Harlem CDC are seeking community input on these and other recommendations and look forward to building a plan with broad-based support for implementation.
