Business services and economic development continues to be HCDC’s primary focus, complementing Empire State Development’s efforts in the areas of business attraction and retention, entrepreneurial assistance, New York state Minority and Women Owned Business (M/WBE) certification, marketing and promoting of tourism, arts, culture, dining and entertainment in Upper Manhattan. The department is a valuable resource for individuals and businesses in need of the many services provided by New York state. HCDC continues to help fund, provide project management, and serve as advisors on major Harlem-based development projects.

HCDC works closely with Empire State Development staff, NYC & Company, the Upper Manhattan Empowerment Zone (UMEZ), locally-based Community Development Financial Institutions (CDFIs), Entrepreneurial Assistance Programs (EAP Centers), Business Improvement Districts (BIDs), merchants associations and chambers of commerce to coordinate economic development initiatives and opportunities including marketing, business development, small business lending and technical assistance.
